I suppose you are refering to "Struve's Arc" which was the first measurement of Planet Earth (meridian line) in the beginning of 1800s. Struve did his scientific work in Turku and Helsinki (Finland) and in Tartu (Estonia), but at that time Finland was "autonomous Grand Dutch of Finland" and part of Russian empire (pre-bolshevik era), so even when Struve worked in Finland he had Russian papers. Struve's parents were from Germany (or whatever Germanic empire it was called at that time). World and Europe looked a bit different in early 1800s so technically speaking who knows what was Struve's nationality.
Finnish line was invented when we finally wanted to measure exactly how much better we are than anybody else. Just measure the distance (metric system) between the Finn and others.
