Dump 60% of your budget on your CPU. Get an okay GPU and use the rest for everything else, which isn't important.
But buying an all-rounder PC is always better than something just for CSGO.

dont listen to everyone dont buy pc lower than ryzen 3600/i7 8700k- 5700xt/rtx2070s because otherwise you will suck even at rdr2
CSGO needs a very good CPU and then Windows optimization to run well; but also remember that you will need atleast a GTX-1060 to run 1024×768 smooth as F.
probably better to just look for a 2nd handed pc or parts. if you're really tight on budget.
You'll probably find a lot of 2nd handed gtx 1060s/1070s, i7 6000 series or ryzen 5 2x series for sale
if you are super tight on budget and still want 144hz for csgo get an AMD Ryzen 3 3200g/Ryzen 5 3400g

used ryzen 1600 + used rx 570
nothing can beat the value of that combo

-go ryzen but you cant cheap out on RAM since its RAM-dependent.
-you can go ryzen 1600 with 8gb of 3200mhz RAM and get amazing FPS, way cheaper than intel option.

btw dont cheap out and buy cheapest 144hz monitor. Which one are you planning to buy? I made this mistake and bought an Acer from 2015, and it has bad ghosting it gave me a headache after playing 5+ games.
