Something like this you can't go wrong with. It's really up to you though. Also you may have some deals in local areas. Imo pinching pennies is worth it at any budget but that's up to you
Edit: all the parts should be avaible on Newegg or Amazon and should deliver within 15 days but I'd recommend going to a microcenter if there's one near you and seeing if they have any deals.
Edited it for some slight improvements. 240hz monitor, 2080 ti, 3900x. I cut back on the psu (semi modular model was 30$ less) and changed the gpu model. I don’t know if this’ll help at all but just tryna expand the pc master race
Pretty good choice of parts, all things considered. He might try to get a discounted 3600MHz memory kit if possible (seems to be the sweetspot for Zen2) and 650W is cutting it a bit close, but well done with picking the brand/model.

I only recommended the monitor because it’s cheap and I think he should be able to get some deals at local stores (especially if there’s a micro center). You are right though, the monitor would be a bottleneck in this system. It would definitely be better to go with a 1080p 240hz or a 1440p 144hz. I recommended the 2080 ti mainly because of PUBG. I don’t really know what it uses, but I guess it’d be a more gpu intensive game.
So i found this monitor that i like i bough it and works like a charm. 21.5 inches FULL HD, Ultra Thind Zero frame Monitor and it's very affordable i mean it dosent cost that much at all amazon.com/Acer-SB220Q-inches-Ultra-Thin..
