You have zero knowledge that is the issue but I will give you a quick lesson for which I would normally charge a fee.
If you deposit your money (your property) to your bank account, the bank gains over the ownership of your money (your property) which means it is all of the sudden your bank property not yours. You will only gain the liability to their property which means it will show the amount on your account but the money are already gone some in a bank reserve, some of them were used for a lend, lease and others. Once you send an amount from your bank account to someone else, you lose the liability of your bank property. (You signed an agreement when you click send.) Now, if you notice it immediately when the money are still in your bank property, they can cancel the payment for a fee and return the liability to you but if your bank already pass the ownership of property to the recipient bank then the recipient bank gains the ownership of this property and all of the sudden it is (their property) the recipient gains liability over his bank property. In this point it is completely up to him whether he keeps the liability or not.
So, I hope you now understand that the random paragraph does not work in this case. There are lot of exceptions in a law and spreading random paragraphs mean nothing but if you are not convinced yet you can send me like 5 grand by a mistake and then claim it back, till then it's just big words of someone with zero language who wants to be interesting on HLTV.
