3300x is a budget monster but hard to find. Zen 2 had great improvements in games comparing to Zen+ (2600). From those two, i5.

No you can not and don't need to clock - it has intel turbo boost technology and is 4.3ghz. I think you still can work on stock cooler. Its even faster then r5 3600.

i5-10400f AMD's similar is the Ryzen 3600. With the 3rd generation having a lot of improvement in comparison with the 2nd generation, I would avoid to buy Ryzen 2000. So take I5-10400f.

the 10400F is faster in pretty much all aspects, if they cost almost the same i would go for the Intel. The R5 3600 is comparable to the 10400F, the 5600X is quite a bit faster but also much more expensive. Both the R5 3600 and the 5600X are much more efficient than the intel, the R5 2600 however is almost the same.
