1ms more important than 144 Hz
It's not necessarily as important, but with higher pixel response time comes higher rish of ghosting. I'd try to find some direct comparisons online, preferably videos as it should be more apparent there
It's not important, you won't be able to to notice the difference and won't be necessary unless you're pro, or something. They advertise it's 1 ms but it never is anyway.

How much does this monitor cost? Nowadays you can get pretty cheap 1 ms 144 hz 24 inch monitors for around 170€.
1ms is much more important. While tn panels often have worse color accuracy than ips tns are superior in response time which matters much more when it comes to competitive games. I did read that there is an ips monitor out with 1ms a few months back, but it is probably on the expensive side.

Well is playing on a 41ms vs 45ms server notable to u ? OFC you would choose 41ms every time if it was up to u, but _MOST_ of the time it does not matter if its 1ms vs 5ms.

144hz + 1ms is required imo
anything under 5-6ms is good. They measure it under the most optimal conditions so they can get to write the lowest values on the box, but in reality most 1ms monitors will not be 1ms when you're playing games. You can safely go with a 5ms monitor, refresh rate is much, much important anyways. Don't listen to kids who say 1ms is more important because it's not, it's just for advertising and you won't notice the difference between a 1ms and 4-5ms monitor when you're playing.
The higher the refresh rate, the more "smooth" movement on screen youre going to have. Also, The higher the refresh rate, the demand for more aggressive response time increases to eliminate ghosting. If the response time is too aggressive you may have an artifact called overshoot , which is quiet annoying to the eyes, so the best monitors has enough response time to eliminate ghosting in high refresh rate without causing overshoot artifacts. The advertised response time for the fast panels is usually exaggerated and achieved under very specific condition , usually with tons of overshoot . So in reality, usually it'll be more than whats advertised. For example, acer nitro xf252q which i think is the fastest panel rn (its a TN) has an actual average g2g response time of ~2.6ms without overshoot (its advertised as 0.3ms) . The new fast ips panels can have ~3.5 which is amazing for an ips. so all in all, a combination of high refresh rate and fast response time is what accounts for a butter smooth motion without any ghosting. Another aspect is input lag. Practically any modern TN and the new fast ips panels has practically zero input lag, so no worries there.
Honestly, if youre playing other games than csgo/care about actual color quality, and you can keep above 240 fps constantly, i would go with the new fast ips 240hz panels like the msi optix mag251rx or asus vg259qm. The price difference between these and 144 is not huge nowadays, so i dont see a point in buying a 144 unless you find something for an insanely low price.
