i5 9600k@5+ghz @ 3600 cl16 memory
10400f best for csgo, as always intel perfoms better in games but in csgo due to shit optimization intel is better, so if u can go for 10400f with cheap b365/h410 motherboard simple one like 60/70€ but if u cant then go for 3600 and get 1660 super if u can is way better than 1650
2600 obviously because of 6 cores 12 threads while intel stuck in 4 cores 4 threads.
In Czech Republic i5 9400f is 160€ and r5 3600 is 200€ so if you got it similiar in your country, i would personally go for i5 9400f

Intel if you want the absolute best FPS but if you don't want to chug out extra extra 200$ dollars for 30 more fps when ur already getting 400 then just get a r5 3600x like everyone else

My setup is 9400f / 1650 / 16gm ram
ez 300fps, 380 with everything on low and stuff
best cpu for csgo is i5-10600K with hyperthreading off which overclocked to 5GHz+. now i have ryzen 5 2600 it's good, i have 200fps without overclock and smt on! of i overclock to 4.1Ghz and turn off smt - i will get +50-70fps.
i5 9400f > 3600

i have 9400f and 16gb 2666@cl19 trash memory and cant even hold b on inferno because my fps going down to 150 when its 3x3 fight with flashes and smokes, mouse silmply strarting to lag like crazy, same story for overpass
to get most stable fps possible you need to maximize your cpu clock and get best possible memory with low timings for your money

I'd recommend going for the 3600 but if budget is extremely non-flexible then go with the intel. 2600 is better in some aspects but for gaming that 9400f is noticeably better
