Also, phase 3 trial doesn't take a very long time. It takes couple of months.
Skipping the phase 3 trial makes very little sense. Russia will give this vaccine to many important workers, such as healthcare staff before the trials are complete. This Vaccine has been tested with barely over 100 people.
What if the vaccine ends up being deadly or causes significant health issues?
Suddenly Russia's whole healthcare staff is fucked because Putin decided to rush a vaccine by skipping phase 3 which would have lasted couple months. This would cause FAR more deaths than completing the phase 3 trials to ensure the vaccine is actually safe before giving it to people, especially healthcare staff which a country counts on to minimize deaths during a pandemic.
Putin is risking Russians lives because he wants a propaganda victory.
Also, some US vaccines are expected to be approved before the end of the year, some even as early as October and all the necessary trials will be conducted. It's not like you'd have to wait 1.5 years in order to get a safe vaccine. It can be done very fast.
