Usually you'll have basic things like a web browser, office programs, a video player and a file manager installed already and then you can install additional programs by searching a store program or by typing a command in the terminal. It's also possible to download programs as executables/installers from their websites if the developers provide them. Moving program settings depends on the program I guess. I recommend checking if the programs/games you really need are available for Linux and if the alternatives are good enough in case they're not, for example Adobe programs don't work and you'll need a VM if you rely on them but some other Windows programs will run just fine with Wine program. For games there are Steam proton and Wine and several other solutions. This site will help you check the status of a game with Steam proton: protondb.com/ As for formatting SSD you don't need to, you can have both Windows and Linux at the same time. Create a new partition on the disk (you'll know how when you search for tutorials for installing Linux while keeping Windows, the term is dual-booting) and install Linux on it and then when you boot the PC you choose which OS you want to run.

Don't switch to Linux for daily use. You will be frustrated how it all works. Also it's not true that you can game on that properly. You need to configure every game on Wine which sucks and is complicated, you can expect many errors to fix it. Almost after every update you have to fix things. Also Ubuntu doesn't respect privacy because it sends data to Canonical. Remember, Linux doesn't have such support like Microsoft or Apple and is not as secure as people say. Although is more privacy focused but those are 2 different things.

End to end encryption doesn't save you if the program is closed source. Even if it was all open source, governments definitely have a lot of information on you. It's only really a matter of time until the same data processing techniques that Google/Facebook use are used by governments to strip away even more privacy under the guise of preventing terrorism or similar. I had the same experience many times. And then I switched to Linux again around 2015 and never looked back. The problem with Linux is, people tend to make wrong choices at first. Bad DEs, bad distros, messed up settings. What Linux lacks the most I think at this point is good defaults. That's what makes people to turn away from it. But of course, Windows becoming basically a stasiware at that point was a motivation too.
