serious question here.. does 144hz monitor with 420fps will resulting the same compare to 144hz monitor with only 240fps? whats the dif between fps and hz anyway?

Hz is just the max fps a screen/monitor can handle

so is it pointless to have 200 fps while your monitor can only handle 144hz?

Not entirely. More frames should mean a cleaner picture overall even if your monitor technically can't update every time a new frame is produced.
2020-10-17 18:00
higher fps = less input lag. Frames per second is the amount of frames that are being played, so higher fps = smoother gameplay, but you need to take into account your monitor refresh rate (Hz), which is the amount of times your monitor refreshes per second.

youtu.be/hjWSRTYV8e0?t=118 this should clear up this question

It would honestly be pointless IF you had 240fps average but never going below 144fps, but even with 250 avg etc you will have noticeable drops below 144fps. When 400+ fps it will happen way less, unless you have a problem.

Is your CPU’s clock speed fixed or fluctuating? Check that by Ctrl+Shift+Esc. We must not allow Windows to decide our CPU’s clock speed, it should be manually set for optimal gaming performance.

It's normal numbers for rx 580 on ultra setting in cs go, nothing wrong (180 to 240 must be)
2020-10-17 16:32
That gpu will bottleneck you when dudes are rushing thats why

I'm assuming you're playing at 1024x768, switch to 1280x960 or 1440x1080 and then turn off MSAA.

Man, from my experience, MSAA is very inconsistent frame-wise and it'll be more performance intensive than actually using a better resolution.
