It depends entirely on your desires. If you don't mind the cold, I recommend places like Ottawa, Toronto, or Montreal. These cities offer very good jobs of all varieties and relatively good transportation to get to those jobs if you live just outside the cities (imo better value to do that). I live in Ottawa (the capital city of Canada) and it's one of the best places to get an education, get a decent paying job, and have moderately good value housing.
If you value entertainment, toronto or montreal. Just more expensive to live there. Montreal is mostly bilingual and very english in some parts, but french is potentially useful to have.
The downside would be the cold, the 13% sales tax, and 20.5% starting income tax.
The west coast is generally more liberal meaning lots of taxes, more expensive, but has way better weather, and there is good government, industrial, or other jobs (non tech). Vancouver, and Victoria are good, but they have decent amounts of californian problems like homeless, robery, or drug abuse. Places like Comox are very good, but less job opportunities.
