Not at all, still in alpha, they crowdfunded 3xx millions $ since 2012.
Somepeople can't find them any excuse and just spit on the management. I'd say they're trying to make something really huge, this game is probably a crash test for many upcoming open world games. They try for example to have different servers communicating together with no load time, so a player would go from Server A to B with no loading. They also want to make the world full persistent, it's supposed to become a MMORPG with thousands of players, atm we have only 50 players / server because server meshing is not done yet.
Any planetary system is totally handmade with some procedural things (not for procedural design, just asset placement). You can land on planets, manage your hunger/thirst, mine, cargo run, dogfight, do some missions, explore caves, even in alpha it's honestly the most beautiful game I've ever played.
TLDR: the game is clearly not done yet, and actually pretty poor in terms of content because they need tech things to be done before adding gameplay loops. But I really recommend you to try it out if you're a little bit interested in space, the game is currently in freefly so you can play for free
