Nope. His ratings against CIS teams are 1.10, 1.14, 1.16 and so on, while it's over 1.40, 1.60, against teams like Astralis and all. The reason CIS tournaments aren't taken seriously by s1mple/Navi, is that Valve doesn't consider tier2 events for ranking anyway. Only "big events" are considered. Hence, his CIS performance won't be counted anyway. Hence, if we take that out, his rating would be much higher than right now, since his lowest ratings are against CIS teams, and highest ratings are against EU teams.
