also the blast lisbon in 2018, not a major but still, one of the best crowds, from a country with a scene not that big, especially in 2018, now they have saw at least.

If we take this chart which is outdated tb´f, but I do not have anything more recent, you can see that Portugal despite having a fourth of Argentinas population, they have roughly 30% more players. CS just isn't big in Argentina, neither in terms of pro scene or player base.

the major should be host in EU for several reasons
-Strongest scene
-Easier for players to travel
-Timezones for viewers
-Easier to get visas and not needed if in the schengen area
-More supporters in EU = bigger and better crowd
-No calling and braindead idiots screaming "USA USA USA"

Crowd will cheer for vitality only , i don't think it's a good idea. The best is to make a major where people cheer for everyone , so noscene countries basically , like Portugal , Spain , Argentina, Turkey but this is the only countries i see that can cheer for everyone.
If we give france a major we need french personnalities , casters to hype it ! I'm sure it's possible thanks to Vitality, a lot of streamers/youtubers are affiliated to vitality and friends with the owners

Montreal. Rainbow Six Siege already has its biggest event there. Bell Center is right downtown, good amount of hotels are there, clubbing too. The only drawback would be the teams going to the event hungover like in 2017

well, NA has a lot of good cities to get this event. I'd include Toronto or Vancouver too.
Brazil:
1- Sao Paulo if u want a standard metropolitan city
2- Brasilia, Curitiba or Belo Horizonte, other standard metropolitan cities
(I wouldn't pick those options cause it would be so similar to other majors)
3- Rio de Janeiro if u want a touristic place but has sm security issues (although i don't think any csgo would experience that as long as they would probably stay at south part of Rio
4- Salvador - another touristic place with less security issues
