Just dive into on which parameters you should look for in each pc part and pick by yourself. Also there are a lot videos on youtube which will give more detailed info about it than in hltv. About market, well idk do amazon or newegg work in your country so you can pick there, as for me I just bought all of the parts in local stores online

Just get a gf that can build PCs, That's what I did, and then I dumped her. JK, she dumped me. Now I'm sad, but I got a good pc.

Totally depends on the prices in your country Generally ryzen 5000 series and a RTX30XX series card with 3200-3600mhz ram(corsair) and a b550(or more expensive x570) from MSI/ASUS/GIGABYTE/more and a 750-850W PSU. Rest is totally up to you and your preferances (even cooling but I would recommend either Noctuas air coolers or a Corsair H115i-150i depending on the size of the cabinet). That should totally be within your 2.5k budget
