It is not even close to 50/50. You can run CSGO proper with a good CPU and shit GPU. Just turn down the effects details/shades. You can NOT run CSGO proper with a shit CPU and a GTX3070. It just doesn't work that way. CSGO's engine uses mostly commands processed by the CPU. This can not be helped by getting a better GPU.

Generally Intel will give you better performance compared to AMD in specifically CSGO, as CSGO still values single-core performance better than multi-threads due to how old the engine is.
Getting an Intel and overclocking it a bit will give you about as much performance as you can possibly need.
Intel will launch new CPUs for desktop PCs in Q1 2021, if you have the money and patience to wait these CPUs will be the best for CS:GO, but if you want to multitask an AMD is better. But in terms of most FPS for only CS:GO Intel still spans the crown I think
