I heard that undervolt for 9th gen or better is not recommended, but you can do undervolt for GPU, it may help a little, I have an i7 8th gen and I get better fps than you with a 1060, on Full HD, I did only undervolt in CPU. Here goes the things that influence your fps:

Your hardware: Keep it clean, don't let accumulate dust in the fans, consider changing thermal paste for CPU, undervolt your GPU. System: Power plans, game mode, background applications, notifications, initialization and many others, make sure it is always updated. Each option you can do something for more performance, for example: background applications - disable all, notifications - disable all.
