Don't even bother. I know people who live here for 8 years and are still not fluent, german language is very hard to be fluent at, unless you want to sound like a 3rd worlder.

there is a reason certain people cant speak it fluenty after 15 yeas while others for example at my international university speak it perfectly fine after 2 years living in germany coming from south korea

that just depends on the person and how much effort they actually put into it, i guess the people you know just don't care which is just sad. not knowing the language of the country they live in properly only gives them trouble but they are responsible for themselves.
in global comparison german is actually one of the easier languages to learn.
i know many people who only lived here short-term but speak german extremely well. lately i was impressed when i met an arab/afghan dude who was buying school books for his daughter, i spoke to him and he said he has been in germany just for about 1 year but he spoke like perfect german.

That's true, in common speech people use mostly Perfekt for everything past related and Präsens for present and future😅 also german is pretty robust, word order doesn't matter much and in everyday speech it can be fucked up, especially kids sometimes use weird words and order.
