Actually they are. He also had a pretty sizeable buyout from 100T, if they could afford that then they can afford a decent salary for him.
Not saying he's paying them $30k/month like Astralis (so close to DJ) but it's not like he's not well off. Most likely a lot of other teams wanted to get him but he declined for Apeks, and without a doubt he's getting more than enough to live off.
Even if his ONLY goal was to develop the Norwegian scene, he could have gone to Nordavind since they're a richer org. They should have been able to pay him a bigger salary. But instead, he went to Apeks, without a doubt because they were giving him a more representative salary.
And just to clarify: I'm not saying the owner BECAME a millionaire after founding the Apeks org (which would, in the current esports climate, be impossible considering how unprofitable CS:GO is at the moment). He was a multi-millionaire before he founded the org, and considering the lack of sponsors in the team there has to be a lot of money invested in the org from him.
