Whenever i open HLTV on a new page it says i am ip banned because of a user i dont know but it doesnt log me out and i can continue using my account

Had similar problem, someone had IP banned the LTE network and it showed that I had an ip ban that wasn't for any of my accounts. Sent an email to hltv, got no reply, shit disappeared. Someone fixed it
