If we talk about relative dominance among pros, GTR 2013 is probably the most dominant ever, amongst the co-players. Major winner, best mechanical skills in his time, incredible game-sense. Among his contemporaries, just his mere presence in the server would scare almost everyone :D The meta was quite different (more mechanical-skill based, than strats-based)
If we talk about all Tier1 CSGo history, it's a well-known fact that s1mple 2018 has the highest individual peak of all-time, amongst all the Top1 players. It wasn't just his overall rating that was highest of all time, even his impact rating was highest of all time, highest consistency rating of all time, highest team contribution KAST of all time , highest annual ADR of all time, highest KDR of all time, highest multi-kill rate of all time, etc. Literally at the top of these stats, not just in 2018, but of all time. Highest individual peak ever! ZywOo 2019 is the closest to s1mple 2018, in terms of raw individual performance. But s1mple 2018 was ahead of ZywOo 2019, in almost every single stat, in terms of number of tournaments won, in terms of MVPs, etc. 2nd most impressive after s1mple.
In terms of raw achievements, Olof and Cold need no description. For Olof and Cold, there's nothing left for them to achieve :D. Spots named after them, graffitis after them, multiple majors and major MVPs, Top1 of the year awards, esports player of the year awards, everything :D
Hence, personally:
s1mple 2018 > GTR 2013 > ZywOo 2019>Olof 2015>Cold 2017>Cold 2016>GTR 2014

IMO if GTR and coldzera aren't in the top the list is wrong, by the simple fact that they won 2 times each

3rd place has to go to olof, he has many achievements, and has majors, (sorry s1mple and ZywOo)
IMO you can't be the best without a major, it's like Messi and Cristiano Ronaldo, they can have 999 Ballon d'Or, they don't have a world cup and that's it
In 4th place, s1mple. A literal god but lacks achievements, most importantly doesn't have a major.
5th and last place, ZywOo. A player in growth still, but very very very good. I think he deserves be top 1 in 2020, but didn't deserve it in 2019, device won 2 majors and many big events, while s1mple and ZywOo were getting out at 5-8th after carrying 4 bots for 10 matches

If you're ranking in terms of skill level then it's going to be very close to 2019 > 2013 ranking. With the small exception that for some years the highest rated player wouldnt be the most skilled. If you're ranking stats, i.e. relative skill level then it's going to be something like:
1. s1mple @ 18 - miles ahead of everyone that year both visually and in stats
2. GTR @ 13 - but I would argue that the best player skill-wise would actually be f0rest
3. olof @ 15 - wasnt a monster but much more impactful and consistent than everyone else
4. ZyWoO @ 19 - great year by him, but he didnt win much and he wasnt much better than s1mple or device
5. coldzera @ 17 - great year, good performances on Majors, but NiKo was very very close.
6. coldzera @ 16, GTR @ 14 - both of these are strictly based on their big event performances.

Even tho he was more consistent at 2017, the 2016 coldzera had more impact helping his team to win 2 Majors, and he was also MVP of both majors.
