The biggest shareholder of a company selling off all his stock will assumed to be insider trading or stock fixing and he'll need to have an extremely good reason for why he's doing it. News of Elon Musk getting rid of all his stick would cause the price to plummet (illegal for a CEO to do) and be next to worthless. For someone to sell 100 billion dollars worth of stuff, there needs to be another person with 100 billion in cash lying around to buy it.
