I presume you are talking about Valhalla and Odyssey? I haven't played them, but i know they have action-rpg features like dialog system with few options, yah it's poor made, but still, skill tree+both games are set in open world. It's not even close to classic RPGs like Fallout or divinity, but yeah, you may consider them as action-rpg.
Infinite on the other hand is just a shooter. The only way to upgrade your health, mana or shield is by finding special bottles. Almost every non-battlefield or call of duty FPS game gives you opportunity to upgrade your weapons tho. I don't know, it's like saying that Wolfenstein New series is RPG because you can obtain new skills doing various tasks like, kill 10 enemies using grenades or kill 15 enemies without gaining attention.
