Shouldn't be a bottleneck from what you've got, but you shouldn't get 100 fps. Maybe the issue is in drivers (update them), beside that idk

you should be getting close to 400fps no idea why you are getting 100. make sure vsync is off, driver updates, fps_max 0 on console

If you don't know what the issue is, then keep gathering more information than just fps. Temps, clocks, ram specs, etc. Use msi afterburner monitoring tools.
Never buy used pc , this will be a life lesson for u. Do some tests in aida64 and comeback
Check running processes list, maybe something running in background (like bitcoin mining lol)
Check cpu/gpu temperature and usage spikes. How much disk space do u have left? Too little can cause problems.
1. Your GPU was used for mining(install it in another pc and mine bitcoin, then when you get enough, buy a new gpu)
2. You could install some mining shit on your PC(reinstall windows and delete all the files)
3. CS or Nvidia settings. Check out if there's any like FPS limit. Maybe you run in power saving mode
There is a weird issue with my PC. Whenever I play CSGO, the PC restarts. All other games, like FIFA 19 and GTA V work fine.
CSGO is CPU intensive game, I tried disabling MultiCore Rendering.
My specs are low - i3 4150 @3.3 Ghz, 8 GB DDR3 RAM, NVIDIA GT 1030 2 GB DDR5.

This has started recently after the launch of new options.

What about your ram? 4gb? 8gb 16gb?
ctrl+alt+del task manager, check the usage of your ram, processor and hard drive
Make lower all demanding graphics options in cs go, there are many guides on youtube
Delete old nvidia drivers before you install new ones.
Or just format all the ssd and hhd you have and reinstall everything.
Oh and make sure if you are using ssd harddrive leave some space there. (Min 10gb free space)
That's the risk of buying used PC's. You might get scammed. That's probably why he sold it, because something was broken, or maybe it's a chinese fake graphics card or something.

Had a problem like this with my I7 5820k as well, it did clock down because it overheated which was pretty hard to spot and just happened in CSGO. I just needed to reapply thermal paste and cleaned the cooler, now its running flawless
Look in GPU-Z if you maybe have a Fake 1080ti
With this setup you should get 3 times the frames.... I have the exact same configuration with an OC to 5.1GHz.
Maybe try running 3dMark TimeSpy benchmark (free on steam) and see if ur results check out for that config - 3dMark will tell you by comparing the result to the same H/W. Then you know if its an issue with the H/W itself or OS/CS.
Download CoreTemp and HWinfo64 for temperature and frequencies check if its a H/W problem.

Go to nvidia 3d settings, program settings csgo, turn off vertical sync and remove max frames, tweak some settings it should be solved

Make sure your 1080Ti is actually a 1080Ti, and the previous owner didn't buy a cheap AF '1080 Ti' from China that's actually like a GTS 450 with a flashed BIOS to make it think its a 1080Ti. Google some images of a 1080Ti, and make sure it actually looks like one, including the ports on the back.
Ignore what people say about cards being used for mining performing worse, it doesn't, its a myth that's been tested. there's no moving parts on a GPU, they don't wear down. They either work or don't work.
Have you tested other games? whats the performance
maybe cuz of viruses? get Kaspersky and thats it and delete your trash things from the pc more space more fps
Didnt read any replies but have you checked your temperatures, if you're thermal throttling?
Something is really really wrong.
First check a benchmark like 3dmark (demo free on steam) and compare with numbers on some review site
If its wrong, full clean windows installation, install only nvidia drivers and do the benchmark again
If nothing changes, its probably hardware related

Your graphics card is ok. You have tested it with valley benchmark, it is some sort of software problem. CS is CPU dependant game, there is nothing wrong with your GPU.
1. Does your nvidia have your resolution set to 1080p 240hz in your resolution area. Mine sometimes defaults to 60 or 100.
2. Turn Verticle/gsync off with csgo from the 3d application settings area make sure your max frames on there is also off
3. Check your cpu is ok, do this by going on msi afterburn and check to see if all cores/threads are running or even being picked up. :)
