Mens we need more info. It shouldn't downclock until high 80c. I always say when someone comes with problems like this to run HWINFO with Sensors only marked and leave it in background while playing a game for 30mins. Then send me pictures.

Mine goes up to 79c (on max settings on games like Metro Exodus, GTA V, The Witcher 3, etc...) and it's fine

desktop or laptop? check energy settings, force everything for maximum performance and turndown every energy saving or economy mode that might be active, both on windows and nvidia config

That's your problem if it's actually GPU related.
How are your CPU temps? might just be CPU throttling.

I always reinstall my drivers when my gpus are faulty, solves most of the problems.
However, your downclcoking is probably energy related, especially if your GPU is factory overclocked (higher voltages = faster chip degradation). In this case, setting manual voltages and clock speeds using afterburner might solve your issue. Just be aware that if your chip is now demanding more energy to sustain clock speeds its heat output will be greater too.
