He is right as much as you want to say he's shit at the game. I don't think Cobble's bombsites were broken so to speak, but the transitional areas and the areas connecting the bombsites were annoying as shit and virtually broken. The problem was valve disregarded the fact, instead choosing to reconfigure bombsite A unnecessarily and make it an absolute shit show, that no one wanted to play because it was far too open, was near impossible to defend nor retake once the T's had found post plants and basically just amounted to gradually losing all of your shit over successive rounds.
Drop was absolutely broken and needed a fix, the fact that you had to "retake drop" back in the day was just dumb, and retaking drop usually required 2 players variable on the buy you had and the utility you were working with. Even if you played drop passively from outside of it, if your player holding went down T's essentially had free reign to run through connector to whichever bombsite they pleased. This emphasis on drop coupled with how FUCKING GIGANTIC the map was, meant that everyone was far too spread out meaning you either played far too aggro and lost just because you pushed the wrong position solo (which you were almost forced to do) or lost because drop was lost and failed to be retaken.
It was a shitshow, but valve having large brain decided the best solution was to turn it from a shitshow to a shit fight in the octogon of shit.
