cs go is almost only cpu bound and ur gpu is sufficient

9400f is not that good for stable 300+ fps, try upgrading for a Ryzen 5600 + and you can easily get stable 300+ fps
get a ryzen 5 5600x or even like an r5 3600 if you are willing to not get shit RAM and tune it.

AMD Ryzen 5600x is the beast for csgo and only cost 350 or lower
upgrade cpu. csgo is not very hard for a modern gpu. source 1 was released decades ago. go for ryzen 5 5600x

Buying such a high refresh rate monitor is just setting yourself up for hardware upgrade, and of course a source of frustration.
Those people that are so used to play this game at 500FPS, and when they run into somewhat worse optimized area, it drops to 300FPS, and they will call this game unplayable.
But it's fine if you only play CS:GO, Valorant kind of game, but it's really useless if you play other things, you will never hit 280FPS on any average game.
Buy 10600KF\10400F. Don't buy Ryzen, you will have more problems than advantages.

cs has little to do with gpu, its mostly cpu.

make sure your cpu has at least 99% C7/C10 state time when idle. You can measure that with throttle stop.
Try to optimise your settings im pretty sure you can squeeze a bit more fps.
