I can imagine Valve's system doesn't benefit it when you don't play really often, I mean my trust factor might not be green because I don't play often, that's why there's so many cheaters in my matches - either in my teams or/and in the opposite teams. And I'm OK with that as a concept (put cheaters in lower TF levels and put me there, although I'm not cheating, because my TF is also lower), but I'm really not OK that obvious cheaters get reported ingame and then won't get banned for many months, it means overwatch is bypassed by them (it might also mean overwatchers can't fucking see aimbot which I really doubt is the case) and it must be fixed ASAP, but it's not, John McDonald doesn't fucking care, may be he didn't even read my letter at all. And it's really fucked up. And since there's really many threads about cheaters - it's not just me.
And by the way I've met cheaters even on shitty GN-MG2 ranks, I mean rage aimbot and anti-aim (which many of you wrongfully call a spinbot) and bunnyhop. I met cheaters on DMG, LE, LEM, SMFC, GE, so I guess it's not about ranks.
