I think refs are encouraged to let the situation play out in case that they are wrong, so for example if the striker scores a goal, in history the offside would be called early and the striker would be robbed of his chance to score, now they let the striker play out the situation even if they think it's offsides so if they're wrong, nobody gets robbed
