No because at 0C the change of state occurs and the thermal energy supplied will solely be used to change those potential energies, then the thermal energy is transferred to kinetic energy for the molecules which in turn increases the temperature of the substance.

I understand it very well. If water isn't frozen, that doesn't necessarily mean it's above 0 degrees. Temperature is a function of many different forms of energies. At the thermal equilibrium of ice, the heat supplied is used to fuel the process that converts one specific kind of energy into another, at the same temperature. Water will have more latent heat, at the same temperature. You can use super-accurate research thermos to monitor the entire process. It's already been done. Also, "you just repeat what someone said in a book". This isn't religion lol. Whatever someone said in a book, has been demonstrated live, and I've experimented it myself in physics labs. This is a basic experiment.

The amount of ice that melts depends on how much heat energy is initially in the hot water. Energy must be conserved, so the ice can't absorb more energy than is already present in the water. The water transfers energy to the ice and decreases in temperature. The kinetic energy of the ice increases, and the ice warms. When the ice melts, its potential energy increases. When all of the heat energy of the liquid water has been transferred to the ice, the ice will no longer melt. If the hot water has enough energy to melt all of the ice, it will do so. However, if all of the heat energy is transferred before melting all of the ice, the system will be in thermal equilibrium at zero degrees Celsius. In this case, it will be a mixture of ice and liquid water.

When a substance is changing its state, the temperature remains constant. So it would be just above 0C, because all the bonds break, then the temperature increases.
