I really wanted to play the witcher 3 on PS4 but it was just unplayable for me personally bc i was so used to more fluent gameplay.

No. If you're used to 60+ fps and have to drop down to 30, it'll just make you nauseous. In competitive games, the added input lag and lessened ability to track movement will put you at a gigantic disadvantage.
30 fps used to be the standard because of hardware limitations. It is not the standard now, for good reason.

i can handle it on controller. on kbm tho, fuck no. the input delay is so noticeable on anything under like 90fps for me. in cs i need at least like 250 without me feeling like im at a disadvantage. I copped a ryzen 5 5600x and rx 6700 xt so im chilling at fps_max 450 now and love it xD

For any BR or Tac-shooter, 60 is the bare minimum imo. If it's a story driven (ideally not action) game, then playing with 30fps on very high Graphic settings makes sense. If it's 30fps but the graphics are also not the best, then I'm not into the experience.
30 fps is absolutely unplayable. 60 fps is okay at best but still feels choppy. 90+ fps in AAA title is awesome

Shooting (both, 1st and 3rd person), sports and driving games needs to be played at least at 60fps. Everything else should be fine.

100% playable. I recently got L.A. Noire on my 6800xt PC with a 144hz monitor and the game is capped at 30fps for physics/motion capture reasons and I enjoy it and think it is entirely playable. Anybody who says it isn't playable are just spoilt... sure I wish it was smoother in terms of viewing experience but gameplay wise it's perfectly okay...

but on my current one i can feel it immediately when i drop under 300fps
the biggest problem is that 30fps is not the low but the average from the last seconds. you will go very low sometimes. you need at least 100fps.
