Most well funded police departments have technology recovery experts who use third party company apps like AccessData and Cellebrite which basically hack the encryption of your phone.

since many phone repair shops have machines and software (probably chinese) that can unlock an icloud-locked iphone i don't see why you couldn't. expect anything from china

I imagine if you pay for it, you can get it. But I imagine they have user agreements and a registry to prevent the software for being used for the wrong reasons as much as possible.
