I'm trying to download a major GOTV demo (450 MB) from the site but the speed can't get over 30 KB/s, is it a bug or the speed were always slow?
I have test my internet connection on other domains and it is not the problem
I get 900kb/s here. maybe ur isp limit DL speed?

Probably not. I tried restarting download, it starts at 600 KB/s for a few seconds then it steadly falls down to 30

The capacity of the VPN is what most likely limits the speed of the download.
Why exactly are you using it if I may ask?

I'm unable to download the match reply, I'm getting 403 forbidden.
e.g: hltv.org/download/demo/69057
seems like my 2 IP is blacklisted. 52.16.162.22, 63.34.237.127
who can help me to whitelist above IP again?
