With Russia it's not that clear since most of the territory is in Asia but most people live in Europe or close to Europe. However Ukraine is Europe just like Spain is Europe, there is no way Spain is in Africa, right?

Croatia is the only ex-Yugoslav country that's in the EU, they are waiting for them to fix their issues with each other before letting them join. Though Montenegro seems close to joining, might happen in the second half of the decade.
