It looks like a great game and I really want to play it.
However, it cost about 21 dollars and 35 with DLCs, should I buy it?
Can I play multiple players without the DLCs?
DLCs are way way better so i would suggest you go for the DLC.
I believe you'll be matched only with other non-DLC players in multiplayer if you don't get it.

I know, it's better now but attack animation cancelling isnt fixed yet. Also I don't like how you can barely counter water from land. Overall its ok though, too bad im trash with only 1400 elo.
AoE3 the bots sorta give up after some time, doesn't make it fun

i used to play vs bots in AoE2, tried it out in 3 as well. imo bot games on highest difficulty are super tough coz they come for you early and hard. human opponents usually tend to take their time plus don't give you priority as a target

buy definitive edition, you get the original expansions and way better graphics and better performance and better AI
There are two other definitive edition expansions which you can buy if you want

It's totally worth the 20 bucks imo, and yes you can play multiplayer without DLC's. The roster of civs is like 30 or so, without the DLC's you still have 25 to choose from
AoE2 DE is constantly on sale on Steam. You should wait for the next steam sale which should come right around the corner. It's usually 50% off. Next steam sale: steamdb.info/sales/history/
It was good in 2000. Can't understand that people play this game. Warcraft 3 in 2002 showed how to make RTS games.

no need to buy DLC, basic game is just great
