I had these issues for about a month. Finally fixed it about 3 weeks ago. I had the dispatch frames issues in console but also had a lot of random model.svg files not being found... etc... i uninstalled cs:go, graphics drivers, the whole 9-yards so to speak...
Finally, I fixed it all and now its as smooth as butter. What I found was that over time, several updates kept corrupting different files in my cs:go folder and the standard check file integrity option did not work because they only check the integrity of the files being the correct size (not contents).
1) backup your video settings and your config/autoconfig if you have one. Also, create a textfile with any launch options you don't want to lose.
2) uninstall cs:go using standard method via steam UI.
3) Go through your Program Files(x86) folder, your Program Files folder and your ProgramData folder (you will need to make sure your folder options allow you to see hidden directories). Go through each of these folders for anything named "Steam" and then manually browse these steam folders for any files relating to CS:GO
TL;DR CS:GO needs uninstalled but only doing a steam uninstall without manually removing all cs:go related files will not adequately wipe corrupted files from drive. Thus reinstalling without manually wiping all cs:go files will re-install cs but the same stutter issues will exist.
