Correct there's no padding. Padding is only for when winning teams play less matches.

There is no padding, but the team eliminated gets an extra -3 or -6 can't remember on each match they could've played. IF HooXi goes out first round, he will still get -3 the next two rounds, which isn't as bad as if there was padding.
