If you look only results maybe he isn't,but if analyse the history, he is.
First of all, gla1ve didn't create the most successful team in CS:GO history, he was signed to replace Karrigan and then lead a good team to heights never once achieved.
While Fallen did create a team from scratch from a country that had no scene, no money, no investment also ever and got that into major playoffs in 2015.
Then from his pocket, he created an academy team (Games Academy) in Brazil and brought them to US, promoted fnx and TACO to the main team and in just 5 months became the LG/SK era team. His academy team was bought by Tempo Storm, then Immortals that were major finalists.
Fallen created two successful teams from scratch and gla1ve lead the most successful team ever. Until this point I would say that gla1ve was the better one.
But analysing both of their teams rebuilding:
gla1ve have the backing of one the best orgs in CS, that has the budget to buy big players, and yet couldn't make a successful team and got a 17th-19th finish.
While Fallen refused G2 offer to become their IGL to build again a team from scratch, his project didn't had credibility to investors when his showed the project to Jason Lake, he refused saying that team didn't seem to be competitive, even so he believed in it and kept going and in just 4 months he created a team that got the same 9th-11th as the team that he refused.
That's why until gla1ve build a great team, I will keeping saying that Fallen is better than him.
People say that Boombl4 isn't a great IGL, he is just an IGL of a great team. I think the same logic applies to gla1ve.
