How do you rate something 9/10 but then say not even close to the best. What is this backwards logic?

Quite obvious for me. 10/10 shows are just much better than 9/10 shows. Shows like BB, Sopranos or The Wire are just far superior than anything else, and in reality it's much more than just that '1' star out of 10.
But you have to respect shows like these listed in this thread, so you can't give them 5/10 just because there are better than them.

Not really. When you rate something 9/10 it means IT IS close to being the best. You're literally one point off. What's the point of ratings if you're just gonna subjectively change the ratings. Why bother even rating at that point if your definition of "one point" is different.

I don't care about ratings, if i enjoy a show that's enough for me. If i HAD to rate these shows i would rate them around 7.8/8 out of 10. Haven't watched Euphoria.

Okay, so I don't watch any series at all.
I have no Netflix, no HBO, anything at all.
Not because I cant pay for it, I just belong to the 1% of people who dont care about these.
Haven't seen a single episode of Game Of Thrones, Stranger Things, etc.
Shame, or whatever, Im fine without these
