The "chip on the shoulder" is from Euros towards Americans pretty obviously. Normal Americans dgaf about anything except America, and we're criticized for that (uncultured!), but simultaneously criticized for caring about Europeans somehow? Americans only care about China and Russia once a news cycle. "China surpassing USA!" "Russia interfering with elections!" The EU-USA relationship is one sided in effort.
At most you have people online like me roasting Europeans back for being obsessed and saying really dumb and delusional things about America constantly for the sake of their ego.
Irl nicest are Americans and Japanese people by far.

To my surprise English people were very chill and warm honestly everytime I went there (like 9 or 10 times I think) . Had a horrible time with the locals everytime I went to Spain but maybe it's just my experience, my Italians exchange were nice but they were all girls so I can't judge all of italy
Overall I genuinely think English people are pretty aight when it's not online
