To balance I recommend 3 cities too:
Luleå (very high up north, good for landscapes, skiing, hikes, nightlife is decent)
Sigtuna (especially if you are into viking mythology and still want to be close to Stockholm, it's considered the most beautiful and the oldest town in Sweden)
Visby, Gotland (also town from viking era, Gotland is an island with nice beaches, perfect for summer, wouldn't recommend it in winter, it's not much going on there by then)
Switzerland is just god tier.
There are many undeveloped cities in the southeast of Turkey. Unfortunately, this is related to the old administrations and it is our fault. Necessary infrastructure work has not been done.

Since there hasn't been a real answer yet for the US, I'll share my experiences (from places I've been that are at least top 100 in Metro area population).
Worst city to visit: Dayton, OH
This place is miserable and falling apart, maybe better to say it has already fallen apart. It's a city of gray and decay - thoroughly abandoned feeling. It's possible that I didn't give it a fair shake because I wasn't there for long, but I didn't feel any urge to return.
Worst to live: Las Vegas, NV
It's fun to visit if you're into the vices it offers (and I'm not, which weighs on my choice). It's expensive, it's as dry as a bone, and you get blasted with 40C+ temperatures for months. On top of this - you are in the middle of nowhere (Mojave Desert), the schools are shitty, and wages are... underwhelming. I would never consider living there.

Move anywhere except Victoria (Melbourne since you want a city) unless you enjoy authoritarianism, in which case please only move to Melbourne. Also, if you choose to visit Victoria (which is fine right now as I mentioned) just be aware of what the current fear is in society because they are hyper reactive.
