not really, just couple of lessons a week, a lot of latvians know 3 languages, Latvian, Russian and English also school often offer to learn German as well

well, you don't need English to live in Latvia, but if you want decent career that involves international communication, English is necessary. Internet also played a big role - Latvian entertainment segment is not that wide, even big movies premiers aren't translated, as it is unfeasible for such a small audience.
