People live all over the country which spans several thousand kilometres, a large distance needs to be covered per user unlike a relatively heavily populated country like Sweden.

#19 seems Canada has similar issues and their population is more dense than ours so there's likely something to that. Considering the infrastructure has been built at the expense of taxpayers though, at least the lower plans like 12 and 25 should be really cheap. I understand, to a degree, paying for speed but when people are basically expected to use the internet there's no way a 12/1 plan should be more than $20 imo.

Density is the major factor but policy makers are also pretty complacent. You're absolutely right about the low speed plans being to expensive but the telcos rather ppl add on 5-10 dollars more for twice the speed than default on the low plans. Its great that universities have amazing speeds for students nowadays but every other disadvantaged demographic gets fucked. We're at a point that to be competitive in this society reliable internet is a necessity.
