Their rank soared after getting rid of stewie. They beat Furia in the RMR and they had a decent showing in the major before ultimately losing to Cloud9 sadly. This roster hasn’t been together that long and they have great coaching staff.

Woxic has been okay, but he is a less worth it signing (imo) than both pwn and Wiz.

Now he's just not.

EU is the stronger region sure but tier 5 is quite the stretch.
Imperial, 00, Furia, 9z, EG, and Liquid made it through the RMR.
Imperial, 00, and 9z are all tier 2 teams, at a similar level to tier 2 EU teams, if not better than most.
EG is kinda debatable to where they stand. I'd say they're better than tier 2 though (beat EF if you remember)
and Liquid and Furia are both tier 1

he had a 1.14 rating this year and 1.09 playing on LANS while calling some events. he is still good and under a right leader he can be even better
better than cerq for sure but EG roaster is still not enough. they need to replace autimatic and hext as well.

You might also have to take into account that woxic is notoriously difficult to work with. What mantuu lacks in flashiness, I'd definitely say he makes up for tenfold in consistency.
