Soviet occupation is the reason, also when u neighbor Russia u absolutely have to maintain strong military (proven in Georgia and Ukraine). But now that they joined NATO I'd imagine they will move away from obligatory system.

I doubt that since the majority of fins still agree that it is a good thing though opinions can change. Might still happen and it wont matter that much cause the wast majority (about 70%) of fins would go to the army anyways. Its a cultural thing that I can explain in dm if you are interested
