Because it evolved from rugby and you used to kick the ball across the goal line, before the game evolved to running it across the goal line, and eventually it evolved again allowing the forward pass

I consider you are common with the name football, but there is not so much logic to calling the game where there is no ball and played mostly with hands - football. Btw, what are the origins of title soccer? Compared to other sports (volleyball, basketball, and others with clear logic of adding smth to ball), it looks and sounds weird..
