Guy does nothing except baiting for K/D (unless it's an eco, in which case you can bet your ass he will be on front lines). As a result, his stats are pretty good. Is this enough to earn top20 spot?

No, BlameF is unlikely to be able to "bait" his way into the top 20. The top 20 is generally composed of players who have put in a large amount of time and effort into their games and have achieved a high level of skill. BlameF may be able to use some tricks and strategies to improve his game, but it is unlikely that he will be able to "bait" his way into the top 20.
