It doesn't matter if they miss the first penalty or the last, the result is the same. And the last penalty has the most amount of pressure so a worse player is more likely to miss the last one than the first one

its definitely not the same because you put your entire team under way more pressure from the start, it also has an effect on the opposing team to score.

nope it's not the same, if you miss from the get go the opposite team can be much calmer knowing that they have 1 pen to miss.

and if you go neck to neck some players just break under the pressure of the later pens. You dont go into a penalty shootout planning to miss

You can go either way on this one. Sure, you can say the best scorer or leader can go first and secure the team the first penalty. But you can also argue that the last penalty has the most amount of pressure so it's best to have the solid rock of the team shoot the last one.

Yep, Rakitić was always the last penalty shooter. But Modrić would always take the third so there is a balance.
