Yes, it's just visuals. Your gun moves down when you start moving and back up when you stop moving. cl_bob_lower_amt determines how far down your gun goes when you move. 5 is the minimum (gun will barely go down) 30 is the maximum (gun will go down a lot), 21 is the default. Edit: rather than down, it's more like it moves back towards your body.
