Definitely not. Astralis was hands down, they just didn't play anywhere near as much, and hltv has come out and said before that playing and finishing last is better than not playing on their rankings.
NRG/EG beat Astralis where they both attended in ECS S7 Finals, EPL S9 Finals and ESL One New York. As opposed to both majors, Katowice, Cologne, IEM Beijing, EPL S10 Finals, ECS S8 Finals and Dreamhack Masters Malmo where Astralis finished higher.
Astralis had the much better success list and did so in the bigger events, they just played a limited amount in comparison. And even in the events they didn't win, they made playoffs in all bar one, and that one was still a 5th/6th place finish. NRG/EG had 3 lower finishes than that, one of which was a last place at Katowice.
